Meeting Timings

Proposing a 'soft start' at 18:00 (room is book, everyone can get comfortable and chat about whatever). On meetings, start the meeting properly at 18:30 and then start the Talk or other activity at 17:00.

The intention is to make it easer for those members who have to travel, and to minimise disruption during meetings.
