This is a draft of a Mesh Repeater Idea.
There could be a central transmitter to cover campus, with mesh nodes used around campus as just receivers, but coverage could then be filled in with mesh nodes around homes.
A central server would detect CTCSS, using this to trigger the transmitters, and would mix all CTCSS-present audio streams.

Option 1: Using RTL-SDRs
1st antenna -> rtl-sdr -> rtl_fm -> audio streaming to central server
audio from central server -> PWM TX -> 2nd antenna
Option 2: Using soundcards + Baofengs
baofeng -> soundcard -> audio streaming to central server
audio from central server -> soundcard -> baofeng
